Representative James moved and asked unanimous consent that the                                     
following committee substitute be adopted in lieu of the original bill:                             
                                                                                                    
     CS FOR HOUSE BILL NO. 20(RLS)                                                                  
     "An Act relating to organization grants to cities, to state aid for                            
     unincorporated communities, and to municipal dividends."                                       
                                                                                                    
There being no objection, it was so ordered.                                                        
                                                                                                    
Amendment No. 1 was offered  by Representative Kohring:                                              
                                                                                                    
Page 4, following line 9:                                                                           
     Insert a new bill section to read:                                                             
   "* Sec. 8.  The uncodified law of the State of Alaska is amended by                            
adding a new section to read:                                                                       
     CONTINGENT EFFECT OF SECTIONS 1 - 7 OF THIS ACT.                                               
 (a)  Sections 1 - 7 of this Act do not take effect unless, at the next                             
general election, a majority of the votes cast favors adoption of a                                 
municipal dividend fund using money in the earnings reserve account                                 
under (b) of this section.                                                                          
     (b)  At the next general election, the lieutenant governor shall                               
place before the qualified voters of the state a proposition in the                                 
following form:

                                    Q U E S T I O N                                                 
          Shall the provisions of ch. ___, SLA 2002,                                                
          relating to a municipal dividend fund using                                               
          money in the earnings reserve account of the                                              
          Alaska permanent fund become effective?

In preparing the ballot, the lieutenant governor shall first enter the                              
chapter number assigned to this Act."
